Costa Rica is the highest educational system in latin America. They have 5 Public universities. They received diplomatic support from the government. The only problem they have is MEDICAL.All people such as foreigners & illegals come to use there social system for free. Free for medicines; doctors; hospital facilities etc. However..Its a quit problem for them because they are the one who pay a lot of money for taxes and everything.

My only advice is that " If you want to know and to learn about the culture of one country. You need to be open. Just think about what Koreans can do about it." If must start to give your hands to others, then starts to be open.. let them be in. To be your brother, sister etc.." he said
Excellencies strong message to the Korean Government
"TRY TO TEST; TO INITIATE. Koreans need to advice the people particularly the foreigners. They should explain to the people about the differences of Korean cultures. Because foreigners need that. Korean government don't give scholarship for Costa Rican students. Because they believed that Costa rica is a develop country. I hope to look after this.Costa Rica has always supported Korea in its aspirations in International organization and others. We hope to count with the entire diplomatic support of Korea regarding the invasion of the Nicaraguan Sandinista government in the Costa Rican territory, which were a primary forest and wetland of high importance in the world."
